Richmond Line Alliance

The Project

The Richmond Line Duplication is one of a series of projects that form the 2010 Rail Clearways Program, part of RailCorp’s overall response to issues of reliability and passenger growth on the Sydney metropolitan rail network.

Scope of Work

As a member of the Richmond Line Alliance, MVM will provide design, estimates, construction and commissioning of the project cost elements, rail safety reliability management, track construction and assist with interface management.

Major work elements include:

  • the construction of more than three kilometres of new railway track, and associated works, between Quakers Hill and Schofields stations;
  • a new Schofields station with car parking, bus interchange, easy access and pedestrian facilities; and
  • the replacement of the pedestrian level crossings at Quakers Hill station, to improve access across the rail track.

Challenges & Innovations

Planning has been a key in ensuring potential roadblocks are cleared and project is fully supported by critical stakeholders. This has been aissisted via the early and sustained consultation with stakeholders.
A number of alternate designs to achieving the objectives of the Alliance have been developed and modeled accordingly. This has allowed the determination of the best suited designs to be evaluated.

The concept design was submitted on program and after rigorous reviews, was of the quality required to maintain the high standard of previous submissions. The quick acceptance by the client is a testament to the quality of the report.

Community:

Close liaison has been maintained with a multitude of stakeholders such as train operators, municipal councils, traffic authorities and emergency services. The movement of New Schofields Station from its original intended location is a key issue that is being managed through close community and stakeholder consultation.

Environment:

Sustainable initiatives and processes were established to manage relevant approvals and authorities. Early approvals and property acquisitions were obtained, which will avoid project delays when environmental approval is provided to set-up site office facilities onsite.

Safety:

All aspects of safety have been achieved and a number of initiatives introduced. These go beyond the usual safety procedures for example the introduction of operational mobile phone or two-way radio, flashing amber light, audible reverse alarm and reversing camera to onsite vehicles. This brings the project in line with client (TIDC) expectations for safety.
